I am very sorry to have to speak unsavorably of the present incumbent in regard to his interpretation as he is an Government servant and I believe he performs his duties conscientiously.
With regard to the interpretation in this Court, I am glad to be able to report more favorably. Though one of the Interpreters does not speak English grammatically, he has the advantage of interpreting Chinese correctly, and intelligibly.
The interpretation in this Court, so far as my observation goes, has been carried out in a satisfactory manner and I have not known of a single case where a miscarriage of justice has taken place through bad interpretation. I am far from saying that the interpretation in this Court is perfect and all that could be wished for, but under the existing condition of things, I do not see that any change can be made in this respect.
5. In conclusion I may be allowed to remark that it appears to me sufficient importance had not hitherto been attached to the subject of interpretation.
